To lockpick, use a lockpick and click on the item you want to lockpick.To pickpocket, enter sneak mode and click on the person you want to pickpocket. You cannot steal more than the weight or gold limit, and if you try to, you will get caught. You can only pickpocket each NPC once per game with each character.

Stealing items is tied to your thievery civil stat, which allows you to steal more valuable goods from traders the more points you have invested into the skill. To steal items from vendors, simply enter stealth mode behind them and click on their body.
